What is Avenue C?

Avenue C, coming to Houston's historic East End/Magnolia Park in March 2026, offers seniors 55+ spacious one- and two-bedroom apartment homes in a welcoming and affordable community. Thoughtfully designed for comfort and independence, Avenue C is where seniors can thrive and feel at home in one of the city's most vibrant cultural neighborhoods.

How Do I Apply?

Our leasing office will be open to the public later this fall for in-person applications. Individuals with a disability may request Reasonable Accommodation either verbally in person, in writing, via email, or by phone to complete the application process.

Individual Leases

Individual leasing means peace of mind for you. Your financial responsibility is only for your space unlike many apartments or rental houses where a joint lease is signed. If a roommate moves out of Elara for any reason, you do not have to worry about having to cover their portion of rent. This is just another reason why Elara is your best option! 

What Documents Do I Need to Apply:

You’ll need to have the items following in-hand during the application process:

  • Government-issued photo ID or birth certificate
  • Social Security card
  • Proof of income (e.g., award letters, pay stubs, benefits statement)
  • Bank statements
  • Proof of current address or housing status
  • Contact information for previous landlord(s), if applicable
  • Completed rental application form
What does it mean to have an individual lease?

Individual leasing means that each person is only responsible for their portion of the common areas and their bedroom. If your roommate ends up not coming back for the remainder of their term, you’re not responsible for their payment.

Rent and Leasing Information
What are the Rental Rates at Avenue C?

Rent at Avenue C is based on income limits set by federal guidelines. Each apartment has a rent limit, which is the maximum rent that can be charged for that unit. These limits are tied to a percentage of the Area Median Income (AMI) and vary depending on the size of the apartment.

These Are the Current Leasing Options:

  • 19 units for households at or below 30% AMI
  • 53 units for households at or below 50% AMI
  • 48 units for households at or below 60% AMI

Note: 24 of the units (all the 30% units and some of the 50% units) will be reserved for people fleeing domestic violence and/or homelessness. Apartments are leased on a first-come, first-served basis to qualified applicants, and may or may not be available at this time.

How Many People Can Live in Each Apartment?

Two people per bedroom plus one.

  • Five people max in a two-bedroom apartment

Income Requirements and Qualifications
Is There an Income Requirement to Apply?

The income limit is the maximum income you can earn to live in a program unit. These limits are released by the federal government every year and are based on what other people in your area earn. Income limits vary by the number of household members.

What is the Minimum Credit Score to Apply?

A credit score of 500 is required. All rental history reflected in the credit report will be verified. Applicants who have skipped/left without notice, been asked to move, terminated, or non-renewed by management, or have a history of lease violations at any previous rental property will be denied. We will also accept applicants with no credit history in some instances, if they have a clean leasing record.

Is There a Background Check?

Yes. All applicants undergo a background check, which includes criminal history, rental history, and credit check.

Will You Check My Employment?

Each employed applicant over the age of 18 years must provide the most recent two (2) months of consecutive pay stubs. If pay stubs are unavailable, then a third-party Verification of Employment will be obtained. Employment history for the last 12 months must be verified. Proof of employment, retirement benefits, Social Security, or disability income is required for individuals who are a part of the housing voucher program.

Community Information
Do I Have to Be 55 or Older to Live at Avenue C?

The head of household must be at least 55 years old. However, other household members, such as grandchildren or adult children, may live in the unit if they are part of the household. For example, a grandparent with legal custody of a minor may include the child on the lease.

What Is Your Reasonable Accommodation Policy?

A resident or applicant may request accommodation or modification in writing or orally. The request can also be made by a family member or someone else who is acting on his/her behalf.

If the disability is not obvious or otherwise made known, the Avenue C team may request reliable information that verifies the accommodation needed. A doctor or other medical professional, a peer support group, a non-medical service agency, or a reliable third party who can know about the individual's disability may also provide verification of a disability.

Will Avenue C Have Resident Events?

Avenue C will host free recreational activities, giving neighbors plenty of ways to connect, stay active, and enjoy time together. We plan to have programming associated with a community garden. The full list of activities will grow with the community. For example, our other communities currently offer activities like walking clubs, arts and crafts, music programs, fitness groups, and social events.

Community Information
Is There an Application Fee?

Yes, there is a non-refundable application fee of $15 per person over the age of 18.

Is There a Security Deposit?

A refundable Security Deposit is required for each unit at the time of Move-In.

  • $200 for a 1-bedroom
  • $250 for a 2-bedroom

All Security Deposits will be subject to the rules as outlined in the Texas Association Lease. Your Security Deposit refund (less lawful deductions) will be mailed within 30 days after vacating the unit.

There Are Also Pet Fees for Qualified Applicants.

Are Pets Allowed?

Yes. Pets are welcome, with a weight limit of 50 lbs.

  • A one-time pet fee of $300 is required upon move-in.
  • A monthly pet rent of $15 is required.
  • Maximum two pets allowed per household
What Is Your Service Animal Policy?

The Fair Housing Act requires property owners to provide reasonable accommodations to individuals with disabilities, including those who are accompanied by emotional support animals. Residents with service animals will be required to comply with animal rules.

If accommodation for assistance animals causes a financial and/or administrative burden on Avenue C or are or become a danger to the safety of the other residents or staff, the assistance animal will be denied. (Speak directly to the property for more information.)
